According to Freedom House (http://www.freedomhouse.org), it's about half the world's population. So that's like 3 billion people. And in those places where you can't vote, it's not like they're just not allowing you to vote. It doesn't end there. They're also, like, torturing and killing you for thinking differently and stuff. Voting is essential.
